Girls start to have their periods (menstruate) around the age of 13, usually about 2 years after the breasts first start to develop, and will continue having periods until the menopause, which occurs, on average, at about the age of 51.
But in either Case the age can vary upon development of girl's body, in some cases it can be as low as 10 years and in some cases it is as high as 17 years of age.
She will start mensturating within some months as her body will grow and she will be fully ready to prepare eggs in her ovary.
You can consult a doctor if it is too late. 14 years is not high age for this.

Everyone is different. I started when I was 8, but my sister didn't get hers until she was 16. If she is really concerned, have her visit a doctor for a check up and a little talk, it might help ease her mind.
I remember when I got mine, I remember the cramps and I got really really bad headaches for about a week before.

Unless your sister is underweight and has no other signs of going through puberty (hair, breasts), I wouldn't be too worried. If she doesn't get her period in two years, I would see a doctor.

Not every girl starts her menses at the same time. Has she developed body hair, breasts, etc.?
If she is worried, maybe she could ask your Mother to talk to her doctor.

Everyone is different and her body is different. As long as she gets her period between the ages of 9-18 she is fine.
