assuming that you are referring to the underground railroad of pre civil war days, it was found primarily, but not limited to, the border states such as Missouri and Kentucky. After the fugitive slave act was passed it became necessary to help escaping slaves to reach Canada, it was called shaking the Lions paw, and there were routs through virtually every northern state. Obviously there were also operatives in the south and the further south you went the more dangerous the work became. Escaping from Missouri to Iowa is one thing but from Texas to Ontario something else again. The answer to your question is that it was located in virtually all states, north and south, by the time of the civil war but that it was concentrated along the border where it had the best chance of success.

I believe that there were brances of the Underground Railroad in every state before the Civil War. Some parts even went all the way up to Canada. However, the Underground Railroad really wasn't a railroad at all, just a route for slaves to follow to escape slavery.

In Ohio they have a walk where you retrace the underground railroad trails and WOW, they yell and scream at you and shoot rifles with blanks, it is very creepy, when you think how it would feel to have it really happening it is mind boggling.

One state was Ohio. I live near the town of Salem, and there are houses there that were stops on the Underground Railroad.

There was a rumor that the house on the hill above my house was a stop as well, but I can't say for sure if that's true.
