It depends on what level in the bureaucracy/organization they are.

Some people are doers, and find partisanship distracting from the business of running the government.

But most lack real skills or talents (otherwise they would work in the private sector) so disguise their lack of talent and value to society by being shrill mouthpieces...many of them post on this forum.

for sure. they do this to challenge the other party, to make the other party look bad and them good, and as you said, it's in their nature to enjoy it.
