O.k. first of all, don't listen to Jim T. up there, Hot Topic totally rocks! Accessories are a must. Lot's of dark bracelets or wrist cuffs can change you're look quite a bit. Arm warmers for the fall and winter are great, (look good and keep you warm), striped scarves too. Oh! and socks - knee highs especially - striped, argyle, checkered, anything! Roll you're jeans up a little and show 'em off! With your straight-legged jeans of course.
hmm...what else, I have a messenger bag backpack, and put pins of anything that strikes my fancy on it. If you wear black, have random strikes of color! Bright shoes are fun too! And if you have little barrettes from when you were little, look at them again!
Vintage T's from thrift shops are cool too. Also, go into stores you don't know. I went into 579, and found some cool black and white polka-dotted shirts, and horizontal striped shirts. So look in the window of shops, if something strikes your eye, go in!
But don't wear stuff you're not comfortable in. That's not fun at all, At school, be comfy, and stylish!

What ever you do, stay away from Hot Topic. Nothing says outcast less than that.
Try going to your local resale shops. Look around for some of the local shops, usually in the areas known for "artistic" or "college" culture. Check out your local music stores, your local small weekly press, and even the local "head shops" (for the clothes, that is).
{edit} Oh, and stay away from Spencer's too. same thing applies. thank's for reminding me, classyjojo
