The Balanced Budget Amendment has been an idea that's been around for a long, long time. As an actual issue in recent history, it's frst major return was in 1969 during Lyndon Johnson's presidency (brought up by the republicans then). Because it has been proposed so many times during American history, I doubt the originator of the idea is recorded.

No Balanced Budget Amendment has EVER been passed, however. How could it have been? Have you seen our budget deficits lately?

Even though republicans have been the major champions of the issue, it proved inconvenient in the Regan-era years, and has never gained much ground since. It seems to be pretty much a non-issue today.

WHAT balanced budget amendment? During the Clinton years, the federal government's budget became balanced, for a few years, with surpluses yet, but not because an amendment was adopted!

The budget was NEVER balanced! How can you call a budget balanced when billions were stolen from our SS system to hide the government money mismanagement? That's called Eron bookkeeping now! That's criminal, not a balance budget! But our government is two faced. They try and convict the Eron management and the government bookkeeping is even worse! When are the government crooks going to be put on trial?

but Clinton signed it... if I remember correctly...
