Lots of reasons, some being;

The router,
Set to refuse wireless connections
Not using DHCP
Set to filter MAC addresses
Wep/ Wpa set

The Wireless card,
Not correctly fitted
Not running with correct drivers
Device is Disabled
configured with the wrong settings (e.g. channel, wep/wpa , network type, DHCP.....etc)

The Computer and other things,
Bios set wrong
no signal /weak signal
faulty hardware.

Without more details like Router make, card make and laptop make it is very difficult to give a good answer.

I'm assuming you didn't reinstall the factory recover, rather a new copy of windows xp. You're probably missing the driver for the wireless card, so your computer cannot recognize it. You're gonna have to plug it in via an Ethernet cable to your router so you can connect to the internet (or just use a different computer) and find the wireless card driver online. You're gonna need to know what wireless card you have in order to find it online...you can go open the device manager in the control panel and look for its name (it'll be identifiable because the name will be include wireless and wifi). Once you find the correct driver, and install it on that computer, it should show up where it's supposed to be.

A few Troubleshooting Tips:

Make sure your wireless router/wireless access point's settings match those of your laptop's wireless card. Make sure your wireless card is set to the right channel also.

Also, make sure that your wireless card is trying to connect to a network, try right clicking your wireless network icon in the tray look in your manufacturer's manual to find out how to search for and detect wireless access points.
