It's a bit of wordplay.
When a song is at a given number "with a bullet" on the Billboard charts, that means that it's making big gains on the chart. Pete Wingfield chose 18 presumably because it's a teenager's age but it's also legal adulthood. The whole song turns the pop charts into a metaphor for sex and parenthood ("We'll have a hit first time/And won't be long we'll find/That we're raising a whole L.P.")

This statement usually means that a song is on the top 40 list, and at the 18 position from the top of the list. a "Bullet" means the song is increasing quickly in sales and requests
