Two reasons:
1) They aren't interested and don't usually notice the guy if he takes that approach and
2)The girl really likes the guy and is afraid to make the first move lest she makes a mistake, so they both end up waiting for the other person to make the first move.

The trick is you dont have to be a talker, girls are natural chatterboxes so just initiate conversation get the chatterbox rolling and you wont have to say much more or even have the chance.

Becuase they are either afraid to make a move themselves/don't know that you like them. They can't read your mind
