You need to contact celebrities through their agents. You should be able to find out who represents who with a quick internet search on the celebrity you want to ask.
It will be very helpful in your pitch if you can state clearly why your organization is one they should donate their time to, and exactly what the funds raised will be used for. Target celebrities that have shown some relationship to a similar cause, or have ties to your community, for better chance of success. A sports star might be a better choice if you were fundraising to build a sports center for disadvantaged children, for example, than a model. As the larger agencies manage many clients, they might be able to suggest celebs that are available and willing to assist you (altho they may not be A or even B-list)
You can also do a search for a "speakers bureau" or "speakers agencies" - those represent celebrities who do appearances and speeches at events ... but they do charge for their appearances, and the cost can be quite high.

Be careful if you do manage to snag a celebrity - even if you find one willing to donate their time, most still require 'reimbursement' for travel/hotel/food and other expenses that can add up quickly.

You need to follow the government rules and regulations on this and register your agency for the purpose. You also need to get a special permit specifically for raising funds and provide feed back to the government on finishing the task. And, such a permit may not be granted unless the government is convinced that you have a genuine need to raise funds to meet the expenses of your agency. You will also be required to keep proper accounts of how the money so raised is spent. Any misuse is liable to severe punishment.
As you know, these days there are many bogus fund raising agencies. In fact, there have been many such bogus fund raisers when New Orleans was struck by Katrina! Many websites cropped up overnight after the tragedy seeking donations for the victims. Even some international donors burnt their fingers in the process as they realized that their donations had fallen into wrong hands. That apart, there were also many bogus claims from Katrina victims (or rather bogus victims) reportedly running to the tune of $1.4 billion!!!

The first thing to do is get your non profit org. registered, then get yourself some reliable and honest people to form the board. Usually, President, vice-president, secretary and treasurer.
Then you can ask people to speak on behalf of your org. People you know first, and then others who would have an interest in what you are trying to do. You would be surprised at how people respond to a request for their help to a worthy cause.
