With all 3 of my kids, I started mixing formula & milk at about 11 months. For 1 week, I made bottles that were 3/4ths formula, 1/4 milk. Then for the 2nd week, I made the bottles half milk, half formula. The 3rd week was 1/4th formula, 3/4ths milk. By the 4th week, they were all on full milk.
Not everyone agrees that mixing them is best, but what I liked is that it gives thier tummies time to get used to having milk in thier diets. Some babies are allergic, and it's easier to find out on a little bit at a time, than giving them a whole bottle or cup full and waiting for a reaction.
One thing to watch out for with dairy is that the earlier you introduce it, the more likely they might develope a sensitivity to it.

I gave my son whole milk at age 11 months, I think it would all depend on the child. Has the child even been introduced to milk based products? Is she healthy? I am not a doctor but i am a mother and i wouldn't suggest you give your 9 month old milk yet even if another person has..you should check with your pediatrician to see if your daughter is ready for cheese and yogurt and maybe butter things that have the milk proteins in them and slowly introduce one at a time make sure your child isn't getting no reactions from anything and do this for at least 1-2 weeks to make sure you can introduce something 1 at a time so you can make sure she isn't getting any diarrhea then buy the time she is like 11 months i would say it was safe to introduce milk..i hope i have helped you :)

It alls depends on the baby. My daughter is a year and 5 months now and I tried giving her whole milk at 9 month and it gave her rash and sickness,so.. I started it at 1 and she did awsome.
But at 9 months you can give her food like rice, beans and stuff like that and try to lower the bottle milk to 2 time or 3 a day...

Yes, a lot of parents do give their babies milk before the first birthday. And a lot of babies are anemic because of it...but that can be easily treated with iron. And if the iron upsets their stomachs, that can be treated with something else. And so on. But it's healthier to just avoid the whole problem and wait until baby is *ready* for milk (at least a year old for most babies; older if there are food allergies in the family; and there's no problem if you *never* give baby whole milk, either!).

It can be dangerous to give a child under the age of 1 whole milk. This can open up the chance of severe dairy allergies. Babies need the extra vitamins and nutrients in formula or breastmilk until 1 year of age.

12 months is when you should start giving a baby whole milk. They should be having breast milk or formula for the first year.

I took a nutrition class and we learned that you have to wait TWO years to give baby whole milk. They are missing out on some very important nutrients otherwise. It may be cheaper, but not better!

1 year - My daughter was still breastfeeding at the time, so I didn't go gung-ho with the dairy milk even at the 1 year mark.
