The older OS- win 98 and before were using the control panel, add/remove, windows compenents, accessores, paint.
With 2000 and above its not there- but like said above, its probibly just the shortcut that is lost...
Go into your My Computer, C Drive, Windows folder (if XP, if 2k then WINNT folder) then System 32 folder and right click on MSPAINT.EXE then chose COPY. close the folder, go back to the desktop and right clicking on a blank space, chose PASTE SHORTCUT to create a new shortcut to Paint.
If you want to put the shortcut into the start menu, its easiest to go to Start, Settings, Taskbar and Start Menu, then chose Advanced and Add. Browse for the MSPAINT.EXE in the Windows, System32 folder and add it under accessories.

Okay- you have no CD- borrow one of the same edition (home for home, pro for pro) or check and see as above if its just the shortcut that got lost...

Um, repaint it? Just kidding. You'll have to reload Windows. But, you don't need to reformat, just reinstall Windows right "over" the Windows that's there now.

edit: Good catch, Linuxiac. I bet you're right.
