KClO3+KOH+MnSO4------------>K2MnO4+K2SO4+Cl-
Dipotassium manganate is formed first it is viscous it must be concentrated and treated as follows
K2MnO4+CO2+H2O--------->KMnO4+K2CO3

pot.permanganate is obtained as purple crystals with blue metallic lusture

you have to go to a chemical supply shop. They usually require some form of ID (almost always requiring you to be a teacher or work in a lab)
