Any file sharing program (such as Kazaa or Limewire) will allow you to download both music and videos.
Music can be burned onto a CD with any CD-Burning software. However, a lot of CD Players won't read MP3 format so you will need to convert it to WAV format. (search for a program called DB Power AMP). This way if you burn .wav files most CD players will be able to read it no problem. However, some do accept the .mp3 format.
Burning Video is pretty much the same story, use a CD/DVD burner to burn the videos to a blank media of some type. If you want to download say a full movie for playback in a DVD player, you are going to need other software involve. You need a software that will take the Video and encode it so that a DVD player can read it.
