While it is technically possible to have a DSL service without an active voice line, most service providers require a voice service on the same line before they'll consider giving you a service.
I believe there was a court challenge about this about a year ago. It is called "bundling." I do not know what has happened to this lawsuit, though.
The only thing you can do is to call your service provider and ask. Since it is provided by a phone company and in most US locations, there is only ONE choice of service provider for the phone, whatever they say is what you'll have to do.

Yes , it is called "Naked DSL". But the rates can be higher then having phone and DSL combined. Try dropping your telephone service to the lowest possible service tier. Here it is only $12 a month. Add $15 a month for DSL = Good Deal.

You must have a working phone line to get DSL, unless you can find a DSL provider that will waive this requirement. Even then, you may find that the unbundled service is more expensive that a typicaly consumer version that is a complement to a voice line. If you want Internet service without a phone line, you need to look into cable or satellite.

You will pay to have the phone line in. You can't get out of that if you want DSL. Have you tried cable internet? Or is it available to you? The phone line is cheaper though if you are only using it for DSL.

You have to have a home phone line. That's why on DSL commercials, they often say you can talk on the phone AND surf at the same time. Your best best is to go with the cheapest home phone plan... that way, you can keep your DSL.
