In general, winds tend to transport moisture and warm or cool air over land areas. Hurricanes develop in the southern part of the North Atlantic Ocean.

Am not certain what exactly you are asking for, since the warmest part of the ocean is not neccessarily on the surface of the ocean (bear in mind deep under water some parts of the earth's volcanoes are active and these can create superheated water - very high temperatures indeed).
