I agree with the person who said these two writers
are so different that they are hardly comparable.
Carroll was a master of nonsense verse. The
Hunting of the Snark, Jabberwocky, and The Mad
Gardener's Song from Sylvie and Bruno have rarely
been equalled, though a few of Edward Lear's
verses come close. On the other hand his long
novel-like story Sylvie and Bruno is poor, much
too soppy.
Tolkien (note spelling) is heroic fantasy adventure
and is one of the most noteworthy examples of it.
His Silmarillion and Akallabeth are much less
impressive, though this may be because he didn't
have the opportunity to do sufficient revising on
them.
An author who I think has done an even better job
of this sort of fantasy is David Eddings. (Actually
his books were apparently all written in collaboration with his wife Leigh, and the later ones
carry both their names.) The characters in their
books seem more like real people in many ways
than do Tolkien's.
The main ones they have written include The
Belgariad (five volumes, Pawn of Prophecy, Queen of Sorcery, Castle something, Magician's
Gambit, and Sorceror's End Game). Why the
chess titles I don't know, the books have nothing
to do with chess. Also The Malloreon (also five
volumes), The Elenium (3 volumes) and The Tamuli (3 volumes).

Trying to judge the fantasy writing of the two is really like judging apples and oranges, they are so very differnet, its bound to be a personal preference.
On the other hand, when it comes to verse, Id say Lewis Carroll has to be the winner, simply because so many of the poems from the Alice books have come to have a life of their own outside of the novels

But why stop at these two? Why not include Lovecraft and Wells and Saki and Poe?

I consider Tolkien more of an adventure writer even though the characters were fantasy.
Carroll wrote really bizarre and wonderfully imaginative fantasy.
