do you use under eye cream? if so, that might be causing it to run. try a water proof eye liner, like the bobby brown gel cream liners in the little pots. they have great staying power! i work as a make up artist and never use other liners now. if you don't want to buy or try water proof, set the liner with a matching shadow or a powder like m.a.c pro invisible set powder. its colorless and leaves no sign that you used it, and can be used every where. for the shadow, try prepping your eyes with a base, like m.a.c. paints. they are actually cream to powder shadows, coming in many colors, matte or frosted. you can wear a neutral color like "bare canvas" if you are fair skinned or "bamboom" if you are darker. a little goes a long way, and once they set they become crease-proof, waterproof and smudge-proof. they will also increase the "color payoff" you get from the shadows, meaning you will get a more intense result from your powder shadow and you will actually need to use less of it. once they set on the skin, the texture becomes a little drier and you will have a harder time blending so do one eye from start to finish and then the other eye. good luck!

Yes this happens a lot with eyeliner and i use to have the same problem... what you need to do is just stop using eyeliner, yeah your probley saying right now that im crazy but just a couple weeks ago i went to this makeup party and what you do is you use a brush called a shaping brush and its like a diagnal cut brissle brush and all you do is take some darker eyeshadows like black, brown, or a very dark blue and you just put that in the corner of your bottom and top eyelid and it makes your eyes look beautiful and open!

Do you use a creme/stick eyeliner? Perhaps you would have better luck with a liquid eyeliner. It goes on wet then dries, rather than staying creamy.
Also, you may have oily skin, or use a moisturizer that causes the skin around your eyes to be oily.
If so, try using an eyelid primer before you put on your eyeshadow. Use powder eyeshadow rather than a creme. And you can even line your eyes with powder eyeshadow, using it dry, or get the applicator wet before putting it in the shadow.
And make sure you don't have moisturizer around your eyes.

Try prepping your eye area first with foundation and facial powder. As for your eyeliner, try a more expensive brand (you can find good ones in drug stores). Almay makes good ones, for example. When shopping for your eyeliner, look for "long-wearing" eyeshadow. It's a little more expensive, but will give you a better result.
Of course, try avoiding rubbing your eyes. If you must touch them, use a tissue and blot the area. Hope this helps. Best of luck to you.

I have the same exact problem! idk what to do about the eyeliner, but about the eyeshadow, theres some products out there thats like a skin colored cream made for your eyes (clinique has a great one) that you put on your eyelids before you apply eyeshadow and it makes it stay more even longer.

Use waterproof eyeliner. It really works well.
I switched to it because mine always got under my eyes too.
Use a little foundation as a primer on your eyelids and dab a powder puff after you applied eyeshadow.

hmm..ihave similar problems too..use the bobbi brown gel eyeliner..it really works..it is really water proof..
for your eyeshadow..use a eye base for it..it will lessen the clumps and allow the eyeshadow to last longer..maybe try changing the eyeshadow that you are using..it may work... :)

before lining your eyes, have agood foundation and dryness, it seems you haev oily skin.. or your eyes roll slightly water down slowly... yo ucan consult an eye specialist if this is the case
