I don't claim to be an expert, but let me give you my spin. Many different governments, telecoms firms, etc. own their own networks. Because they use common protocols (means of communication) and are physically interconnected, they form a global Internet, which thus has many owners, yet nobody owns the whole thing. Beyond the running of the individual networks, which is obviously the responsibility of their owners, I'm not sure any management is required, with two exceptions. ICANN controls the assignment of domain names and IP addresses, which creates a common way of finding things across the Internet. The IETF controls changes the protocols. I don't believe either body has any way to coerce people to follow their decisions, except that if everyone else does and you don't, then you've effectively cut yourself off from the Internet, because you're basically not speaking the common lingo anymore. As for funding, and I'm totally guessing here, when you sign up with an ISP for access, I assume they pass some of that on to a telecoms for access to their network, giving them an entry point to the Internet. People can feel free to correct me if I'm wrong. Oh, and the bit about the CIA is probably either from some wacko conspiracy theorist or a mistake based on the fact that it was DARPA, an offshoot of the US Defense Department, which initially designed it.

There are international organisations/companies like Yahoo, MSN, Rediffmail etc. They got soposorship for running their global internets. They are interlinked with certain agreements. They are collecting the subscribtions from the users or sometimes allow the users at free of cost. Any computer can be attached with this internet with proper modam. Any individual can open their website on payment basis. They will be provided space in the World Wide Website (www). Any body can enter into these websites for getting the relevant informations. Some times the entry may be restricted to certain members of the site only with some pass word. The updating of the informations are done then and there in different websites so that the user can get first hand information. The internet is very helpful for students, business men, persons of different professions etc. By this the world has become small into our hands.

They all function together.

The physical network is run by governments, educational institutions and telecommunications companies. No one institution controls the whole thing, which is why once it's out there, it's out there.
