Alright, this is biased and only opinion.
1) Governments and citizens should ensure people have better health.
2) Governments and citizens should ensure that people have reasonable access to education.
3) Further research into scientific treatments for diseases.
4) Further research into cleaner energy.
5) Less or no organized religion
6) Free speech and rational discourse
7) More effort into ensuring more people have clean water and necessary food.
8) Less sexual repression and more sexual freedom and education
9) Lessening or destroying an economic class structure
10) Less restrictive government controls on an individual's non-harmful behavior (prostitution or drug use).

That's my thought. The countries that follow this such as Switzerland and Denmark have been found to be the happiest places to live.

2. Don't judge.
3. Don't discriminate.
4. Don't blame.
5. Listen to others.
6. Teach by example. (Do unto others as you want done unto you)
7. Be generous, and give without expectation.
8. RESPECT people, especially the young and the old.
9. Remember it's NOT all about you.
10. Remember money and material possessions cannot make you happy. (Can't take 'em with you!)
