If she can't use proactive, then suggest that she wash her face every morning and every night. That helps get rid of extra oil and grime on the face. But don't overdo it, though... if you wash it so that your face is extra-dry, your skin will pump out more oil to make up for the lack of moisture.
Also, clean hair is important. Don't wear a hairdo that lays too heavily on the face and suffocates it. Use a good shampoo regularly.
I'm sure that Proactive would really help; I use it and I haven't heard of any health concerns that has to do with Proactive. *shrug* :-/ Ask your mom to look up Proactive; and if she still refuses, then ask her to look up other products as well. I know there are natural products that you can use to make your skin look better.

Kayla - Obviously, she should be keeping her skin clean. However, what she uses and how often is what's really important.
1) Her skin is young and very likely sensitive - Avoid harsh chemicals such as rubbing alcohol and high levels of salicylic acids. Stronger is not always better. The products that have worked for me are Clinique's Acne Solutions line, they are effective while also not being too harsh.
2) Avoid using sponges, washcloths or loofahs on your face - these are all breeding grounds for bacteria!
3) Please try to resist the temptation to pick at or pop pimples - this can lead to scarring which is a lot more expensive to repair! (Trust me - I know from experience)
4) If regular cleansing and care don't seem to improve the situation in a couple months, talk to your mom about seeing a doctor. There are many prescription creams that are not overly harsh or expensive that work wonderfully.
Your lil sis is lucky to have someone to look up to that truly cares... I wish you both the best.

Proactiv is pretty strong, but it doesn't have a lot of chemicals in it, just benzoyl peroxide which can burn at first. My bf's little brother used it and he loved it.
However, try some face wash from the pharmacy with salyclic acid in it. Noxema foam wash works good, too I hear. Stridex pads, maybe.
All I do know is that it will get worse before it gets better.

I have used proactive and just about every other acne product on the market. I have also been to a dermatologist. They didnt help either. A natural solution that has helped me is less soda and more water. I use normal clearasil face wash. If she picks at one pimple, it will spread. Try to keep her from it. This will scar your face really bad.

Proactiv is expensive at times, so try Clean and clear products for Acne Free. you can find that at your local pharmacy. I'm currently using it and its working pretty well. AcneFree works just like Proactiv with a much cheaper price. =]

Does she have a face washing routine. Tell her that she needs to wash her face twice a day. One in the morning and at night before she goes to bed. She needs to wash her face with soap and then afterwards use an astringent. Then put on a little bit of face lotion. Maybe about once a week, do a face scrub. She has to do this consistently. If she is already wearing foundation..tell her to stop. Also, if she is using hairspray, make sure when she uses it to cover her face.

Use something mild, like a foaming face cleanser. You can get them for pretty cheap at your local drugstore. It isn't strong with chemicals like proactive. You can try an astringent as well as exfoliating on a regular basis. Also, make sure she isn't touching her face all the time, or picking at the pimples, it will only make them worse.

Acne is a phase in a teen's years. Not much she can do about it. She can at least help by washing her face with a soft product in the morning and before going to sleep. Than she can use a cream to hydrate her face also in the morning and at night. No minerals in the product or it'll give black heads. I like Aveeno.

1.Make sure she washes and changes her pillow cases frequently. Oil and dirt can be transferred from her pillow to her face causing break-outs.
2. Try to avoid touching her face during the day with her hands. This is how she can easily pick up alot bacteria and tranfer it to her skin.
3. The obvious daily washing of her face with solutions containing salsycic acid.

One thing to do is before she goes to bed, run running alcohol and then peroxide on it. That always worked for me. The alcohol dries it out and the peroxide gets rid of the infection. You can use a cotton ball to run it on your face. Just make sure to use 2 different cotton balls.
Use that for 2 weeks before bed she should see it starting to clear up.
