1. you're on dialup.
2. you have spyware/adware that's busily using your bandwidth to mass-mail penis enlargement adverts to the masses.
3. Your requests are going through a proxy server that's under strain.
4. Your local network is experiencing heavy traffic.
5. Your ISP is expieriencing heavy traffic, hardware issues, etc
6. The server hosting the website you're after is on a slow network connection, is on a network experiencing heavy traffic, is on a flaky server, etc.
There are nearly limitless scenarios for what could cause this, the above is a list of some common ones. Your mileage may vary.

Not enough RAM with too many things running in the background. With some providers (dial-up) there can be a large number of users at the same time. Like after work. Pop-ups and spyware, etc.

How many other programs are you running at the time, how busy is the server is another possible, how full is your temp Internet files is another. How many fire wall/anti spy ware/anti virus and other security programs are you running. These all slow down the system.

relies upon on subject. Like time i decide for slow and issues that should be taken care of a a slow p.c.. and to make issues final. yet for different issues like driving to illustrate i might like rapid, or something I dislike, or something that needs to be executed without postpone. So it relies upon on the subject.

3. the internet programe it self that happend to me alot and I use AOL uhh AOL I am thinking of swichting and if u r using AOL I suggest u switch too!

memory too low..are you download too many games or some program? you maybe need to delete some no use program..look still got slow?

your connection is either very slow, or a single program is possibly not responding. Ctrl-Alt-Del, seems to fix it.
