Masturbation is totally normal for PRIVATE matters thats why he is embarassed. your best bet would be to write him a note saying "i'm sorry i walked in on you, can we please just forget it happened and continue on with our friendship?" confronting him in person will embarass him more.. in a letter he reads by himself will be much eaiser for him

ok we all have masterbated most likely
but it is not ok, to like get off
our body was not made to just get off
when we get off we start dwelling on things
and then we get out of hand.
Our body is a temple of The Holy Spirit
All this sexual crap that teenagers
And adults do
goes against the law of God.

Come to understand who God is
And keep His commandments .
Where is the purity in masturbation
Did you know the seed is Sacred?

It's not the "act" that's the problem, it's you seeing him do it. He doesn't need you to tell him it's ok to masturbate, as he probably knows this already. He is extremely embarassed that you saw him. Don't say anything to him about it, as that will make matters worse. Just be cool and act like nothing has happend and/or changed as a result.

That would depend on your relationship with him. If you are family, understand that he will be embarrassed for awhile about it, but will eventually get over it. Let him know you think that its ok and leave it at that.
If you are his gf, and have been with him for awhile. Also let him know its ok and perhaps offer to help him with that next time ;) He'd get a kick out of that!

Hmmm...after having a laugh with one of the other answers, I would have to assume it was your brother. Just say...Look, I caught you, let it go (pun intended. Hahahahaha)

Tell him he was doing it wrong and you have some pointers for him... Then call him a sinner and tell him you are going to tell his parents what he was doing - if he doesnt hurry up and start being comfortable around you...

I'd make light of it. Joke about how YOU do it as often as YOU can. Or something like that. He'll get over it as soon as he realizes you don't think he's a freak.

Just tell him " hey man, we all have done something in life we might have been ashamed of. I want tell if you don't tell "and move on with the next conversation.
