Well normally a beginner can use a practice amp, but if he's in a band, he'll need more. I started playing bass in January, and recently formed my own band, and this is the first time I've played bass instead of drums in a band. I needed a new amp, and ordered the Behringer BXL1800A, which actually just arrived this morning. This amp was a great deal, and seems real good. It's a good price, and is more than enough to compete with a beginning band in most situations. Although, it is real heavy. Behringer also offers 90 and 45 watt amps in this series. The 45 watt isn't very good for a a band, and the 90 watt will probably be good, but isn't all that much cheaper and is barely lighter/smaller than the 180 watt that I purchased.
The Behringer 30 watt that someone mentioned isn't very good. I once played with a bassist who used that amp, and it could not compete with the band.
The BXL1800, or BXL1800A is great because it's low-priced, and has features such as a distortion channel, sub-harmonics processor (real cool), compressor and a permanent limiter on clean channel, 7 band EQ with a feature that visually shows where the frequency you're playing is, a footswitch, a shape filter on the distortion channel, and more, including multiple outputs.

ampegs are awsome but those are more for intermediate levels(cuz they're expensive) , i started with a 30W behringer 8" really if your jusst beginning anything really cheap is good. fender ibanez, behringer. i like behringer because theyre cheap and have a good tone to them. so any amp you can get around 15-50 watts its good. and if your asking also for a begginer bass (description) any bass is good, maybe get a fender squire starter set or ibanez it comes with a book, dvd, amp, bass, strap, a few other things too. hope it helped and have fun!!!

Look for a small Peavey, they used to call the small individual ones pignose. Used would be the best way to go for a beginner. Don't spend too much if you are not yet "into" it.

Look for a used Ampeg. They are incredible. I like the sound of a four - ten cab.
