because of the increase in mentally unstable people around due to stress..
implications are the poor victim dies..
consequences are the murderer also dies..
in the end the ultimate beneficiary is the executioner who gets to kill people and get away with it.

You'll have to interview those murderers and they might tell you the answers. Implications are, you shamed your family. Imagine how are they gonna face the public. Consequences are usually death. I love our law, we get to kill those who deserve it not like some countries, jail them up and waste resources. The murderer benefit utimately of course, they get to kill those they wanna get rid of isn't so.
