The speed of light in a certain transparent material is 41.3% of the speed of light in a vacuum. What is the index of refraction of the material? (Can you identify the material?)

Refractive index is related to how much the light is slowed down in a nonvacuum medium. If light has speed v = c/n, where n is the index of refraction and c is speed of light in a vacuum, then v/c = 1/n. 41.3% of c is .413 of c.

So .413 = 1/n by cross multiplication, we obtain n = 2.42 . The material is diamond (can be checked using any table.)
