What do you mean by tier teaching? I work in a Title 1 district (ALL schools are Title 1), and haven't heard that term used in that way before.

We have tier licensure in our state (leveled, move up by dossier review), but that's the only context I've heard it in.

Are you sure you don't mean "peer teaching"? I work in CA,in a Title 1 school also, and have never heard of Tier teaching at all. There is a Tier 1 Credential needed to become a principal, but I haven't heard of Tier teaching.

Peer teaching, though, is when two teachers work together so that their classes get the best of all worlds. Say if one teacher is a great science/math person and the other teacher excels at language and Social Studies, they will team up and switch off, teaching their strengths to each other's classes.
