a tumor is normal in old hamsters. it won't die immediately. it still able to eat, sleep and play like any other hamsters.
take him to a vet is a wise decision. but for an old hamster, surgery is doing him no good then harm. surgery on old hamsters might be a risk. most probably your vet couldn't do anything. just make sure you take good care of him and watch his diet.

Rodents easily get tumors/cancer. If he isn't hurting, then he's OK, you can all vet, but I am not sure what they can do for a hamster. If he starts trembling or stops eating, he is probably in pain and should be looked at by vet and or euthanized.
