I've heard a lot of different things about what they mean - that they mark gang territory, that it's what kids do with old sneakers, and other theories that I can't recall right now. Can anyone tell me?

Well, it's quite complicated. Just kidding. Kids just get BORED AS CRAP. Who WOULDN'T want to throw their old shoes on a utility line in the middle of a busy street? WHAT A RUSH!

In Scotland it is usually some poor schoolkids shoes that have been stolen and then flung up onto the lines.

It's a good practical joke to play on someone. In my neighborhood, at least. But we don't have any gangs here.
