I see that in the work place from time to time and I have two thoughts on it. The first thing that comes to mind is that it's bad judgment on the part of the man. To me it's a subtle reaching out of sensuality to test the other person's response. But then my second thought is that women laugh, giggle and say it feels good, so therefore my previous thought that the man was overstepping things a bit goes out the window. So I end up with the belief that it's none of my business and I don't care what they do, but I'm glad I'm not part of it. Getting too personal in a work environment has irreversible detrimental effects. But then your question didn't say under what circumstances you refer.
