they could by his eyes (like the sheriffs in Pale Rider), the "unknown" gunmen is a great example of old west mythology. Clint Eastwoods character in those movies is a wraith or vengeful spirit that resides in men. I bet if you did a search about any of Eastwoods old Movies, like the Leone Trilogy (Dollars, Few Dollars More, Good,Bad, Ugly), High Plains Drifter, Hang Em' High or Pale Rider you would probably get more insight than I could offer, I'm just a movie fan.

Because he was "reborn" in a different body.The theory a lot of people have about this film and his "sequel" Pale Rider" is that he`s got the memories of a dead man but he`s really the Angel of Death - hence him renaming the town Hell in High Plains Drifter.
I like this explanation.
