before you set that up, do you have Outlook on your computer? Outlook express is notorious for its security holes. In fact it is one of the biggest security risks in windows (one of the few thousand). The regular Outlook program works much better, is a bit safer, but does have a little bit bigger learning curve to it.

In both programs there is a wizard that can walk you through the setup. You will need to know the incoming and outgoing mailservers to set up your account. (the POP server and the SMTP server)

Make sure you have the settings from your email provider, such as username, password, mail servers, any special mail server settings, such as port numbers.

Then in Outlook Express, if the wizard doesn't come up, go to Tools->Accounts. Then on the right side of the box that pops up go to Add->Mail and follow the instructions on the screen.
