If it is just normal annoyanceness and you know it isn't really a big deal, keep the big picture in your heart and wait 10 (maybe more) years. It is probably just a phase - for both of you. I don't know if this will help put things in context, but a friend of mine with kids says that someone once told him that because of all the hormones, etc., teenagers basically lose their minds while going through puberty.
My little sister and I used to bug each other when we were kids - but now we're really good friends: I can't imagine being as happy without my brothers and sister in my life. Like it's nice to be able to talk with someone with whom you have shared so many experiences.
Maybe this will work for you: sometime when I was being annoying, they would be mature about it (you know like actually act interested in what I was doing, or whatever) and that would take all the fun out of it for me.

If you're still a minor and your brother is harrassing you, you need to tell your parents if it's bothering you this much. And yes, asking random strangers about your brother is a point of "this much". Don't set out to seem like you want him punished or villified. Discuss things in "I" statements, "I feel this" or "I hope for this". Try to let them know you're truly unhappy with how he's acting. If you're worried about talking to your parents first, talk to a school counselor or another trusted adult about the situation, and they'll advise you.
If you're an adult, you need to talk to him person to person. If you both have a mutual friend or another sibling with little bias, bring that person in to moderate the discussion. Address him seriously, and let him know that how he's acting is not acceptable to you. If this doesn't work, then try to talk to someone close to him. Don't make them pick sides, just let them know what's going on and see if they have any advice on how to reach him.

See if you can find a way to appease him and get him off your back.. Are your parents not assisting you in this matter?
My 13 yo daughter often feels like her 16 yo brother is a pain, but, sometimes, they get along well. Hopefully you will both survive this stage of growing up.
Remember, homicide is a crime.

Wear headphones even if you're not listening to music, he might think you can't hear him.
Or blast Opera music loud to drown him out and that will annoy him and keep him at bay.
Get your friends to come over and gang up on him and tease him mercilessly.
Hang a "do not disturb" sign on your door.

i have an annoying big brother too! and i also want to get rid of him! well, sometimes if i dont want him to watch me onthe computer then i wait for him to watch tv or play ps2...always addicting for him...try that!
