In short, as soon as sperm begins to be produced and can be ejaculated, it can be considered fertal enough to impregnate. If you're going to have sex, you need to wear protection. If you're ejaculating without sex, then there is no need for protection, as you won't get anyone pregnant.

Condoms have a 17% failure rate when incorrect use is taken into account. Never touch the wrong side of the condom with your penis. If you do, throw it out and try again. If you're not sure you can get it right on the first try, get a lot of condoms. That way you have plenty of tries. If the condom feels like it's going to break or fall off, replace it. Never use soap right before applying a condom: soap is a base, and it will weaken the condom, and it will probably break.

As for testicular cancer, there is, to my knowledge, no study done by an accredited agency (Either a major university of otherwise) that has ever determined that early sexual activity causes testicular cancer. And in all actuality, male masturbation normally begins between 11 and 13 years old, and biologically there is no difference for the testicals between sex and masturbation.

Additionally, testicular cancer is caused by a defection in the germ cells in the testicals. Germ cells have absolutely nothing to do with either a virus or a bacteria; it is simply coincidence that the word "germ" is used to describe that type of cell and pathogens. It is similar to the word "fall" describing both a season and a physical state. Testicular cancer is NOT caused by a virus, and there is no proof that masturbation or sexual activity represses the immune system anyway (Wikipedia can easily be searched for "testicular cancer" and "masturbation" for sources to information in this and the previous paragraph)

In Michigan, a man was ordered to pay child support to a woman who got pregnant by him when he was 11 and she was 27. In Kansas, a 10-year-old got his 17-year-old pregnant. He was also ordered to pay child support. The genetic material is there from a very young age, the only problem is the strength of the sperm to penetrate the egg in a woman. If the egg's outer shell is particularly weak, or the woman is at that stage in her life where her body is ready get pregnant, generally at age 24-28, but can happen much earlier, than pregnancy can happen. There are no forms of birth control that are 100% effective. Condoms have a 17% failure rate. Chemical birth control, such as the Pill, is highly reliant on the health of the woman. The flu, a cold, stress, and numerous other things reduces or neutralizes the protection. Spermicide has to come into direct contact with the sperm to work, and it takes only one out of the millions to slip through to cause a pregnancy.

Finally, something that is not talked about, and males in high school are not told about, is testicle cancer. It is the #1 form of cancer males will get between he ages of 15 and 35. It is not a venereal disease, but one of the thousands of cancer viruses we all carry, but have an immunity to. Teenagers who are sexually active have the highest risk. Apparently, sexual active at too young an age damages the still developing immune system. Males don't reach full maturity until age 30.

Now, granted, it is no guarantee that you will get it, anymore than smoking guarantees lung cancer, but your chances are greater. Treatment involves cut off the affect testicle(s) followed by radiation treatments, but only if caught early. Caught late and it migrates to the brain and lungs. You slowly go insane as you slowly suffocate. So, consider that before you stick inton any female, male, or otherwise. Take the time to grow up. It has only been a year since you brain moved into it's finaly stage of development. You have 17 years to go, and if you think you're more mature than that, consider that Jesus didn't enter this stage until age 12, and he was not fully mature enough to leave home until age 30. If you can say with complete confidence that you are better, more mature, smarter, and in better physical shape than Jesus, than maybe you're ready for sexual activity.

Yes, you can get a girl pregnant. You are 13! Why are you thinking about sex? No 12 or 13 year old girl needs to get pregnant. You couldn't take care of that child. You have no education and can't get a job!

Yes indeed, time for protection!

And great thinking, glad to see a 13 year old is concerned about fertility, that's a rarity.

Just remember: condoms don't work if you use two at a time! So, no "double-bagging" it!
