In the current season, Stewie says "Laugh and Cry".

In the previous seasons (ones before it was canceled the first time), Stewie seems to be saying "Effing Cry". In the commentary on the DVD, the creators swear it was always "Laugh and Cry". I guess they re-did it to make it clearer on the new episodes.
