If you're the mother, then observe how she reacts to certain items/objects. If you aren't the mother, ask the mother how the child reacts around such items/objects.
If you think it'll insult the mom, then ask in such a fashion that is indirect yet refers to the point. Once again, if you are the mom, make sure you observe and evaluate her actions! It's important to get gifts that reflect upon her individual personality. This way, the most can be enjoyed from the gift, and the girl can also learn her interests - having an advantage for the development of her character.

A mini Kitchen
A cute outfit

Easy-Bake oven, (usually ment for older kids)
I used to love going to Barn's and Noble in the kids department when I was really young. They have great kids books!
If she's not your own, I would just do something simple like,
A scrap book
An outfit
Crayola Crayons, and a coloring book.

Three year olds are quite visual in orientation, they like things that have flashing lights, sounds. They are also very tactile in that they love textures, soft squeezy things and anything else that feels very different in their hands. They tend to be destructive too, meaning that you need something strong.
Interactive stuffed animals tend to work well, the best I ever found was the Purple gorilla from the Tarzan disney animated movie (a stuffed gorilla that sang it's song as you struck it on the head).
Don't get too complicated, the child will throw it aside and play with the box it came wrapped in. Many of the childrens' toys come with age levels to help you. GOOD LUCK!

Those little fake foods and a little tea set all plastic of course.
The fake foods are cheap and you can usually get a box of a hundred pieces for like $11. They are not small enough to choke on either. Ages 3+ I am pretty sure.

My litttle girl loved her Leap pad, and her art stuff. finger paints, playdough. For one turning 3 there is a whole new world of toys out there that are now in their age rage.
A friend of mine who had all boys and wanted to get my little girl a gift, just took her to wal mart and let her pick out stuff and then took her out for ice cream.
Me I gave her a little brother for her birthday!

How about a book on life. Life through the eyes of a child. See if she smiles at some of the things in the book. Then you will know, that she understands it.
