3 problems; your video card, your system and the monitor

solution: be sure your monitor is connected well to video card, remove your video card from VGA slot if it is built in, then clean it, then plug again, turn on your PC, if nothing happen your monitor is deffective or may some problem

Note: If you can read the message on your monitor, it means your system has the problem, reformat it.

This is called "The blue screen of death" or TBSD for short. It is common with Windows 98. You most likely are having a registry problem because of some driver conflicts. You should try to boot into safe mode and go into hardware manager to see if you have any errors and drivers that need to be uninstalled.

Do you mean tinted blue, or a solid blue screen?

If it is tinted blue, but everything else looks okay, you need to check the monitor cable end for any bent pins, or replace the monitor.

If it is a solid blue screen, it is the infamous "Blue Screen of Death". Something is wrong and we would need more information, such as an error message.

Reboot and see if it happens again.

If it happens again, something is wrong, and I recommend you talk to a computer technician. It may be time to think about a more modern computer.
