Paypal is free to sign up for. They do require you to verifty your address by sending you a letter to the address you say is yours. once you responsed to that letter you become "verified".

Paypal is pretty cool if you have any issues like Ebay hoax they hop on it and check it out.

yes, the basic account is totaly free as far as i know but if you want to transfer more then $500 a month you can up grade to a higher pay pal account it does not cost to up grade but if you do you get charged a small amount of what you transfer and receve (somthing%)
