Andrew Jackson was well spoken but had trouble putting sentences together and spelling words of four syllables (thank God for spell check!) He was known for being very loyal to friends but also had a tremendous temper. I believe this quote reflects the fact that Jackson (the general) didn't care for people who held their education over him. Jackson was definitely an outsider when he came to power and the East coast elites held him in the highest disdain imaginable.

Andrew Jackson was a member of the Carolinian back country elite, as David Hackett Fischer points out, this culture was an oral one. Fischer points out that Jacskon was known to have read only two books the Bible and the Vicar of Wakefield. But his was a world of ballads and folk tales handed down carefully from generation to generation. So you can see the quote as a manifestation of conflict between the two reginoal cultures (one spoken the other written)..
