some rules of thumb about being dressed:
1) always better to be overdressed than under dressed.
2) believe it or not but a jacket scores big. why? i have no idea but when i was interviewing i read from a lot of companies they consider it more proper on both men and women if they wore a jacket. Non jacket / pants suit is said to be ok for 2nd or 3rd interviews.
the bottom line is you want to look nice, professional, not to smell to good (meaning not too much perfume very light is recommended). come prepared with good paperwork, and it all depends on what kind of a job you are applying for.

You don't specify what the job you're seeking is, so I'm going to shoot from the hip on this one:
I would say your described apparel is OK. If the black shirt is a long sleeve, I'd pick out a nice shiny light gray tie to accent it. Maybe some nice shined causal brown or black shoes with light grey socks, too.
Neat combed hair, trimmed nails and NO facial piercings are key towards hiring points.

depends on the job
usually wearing a suit w/skirt or solid color dress is better
wear nude color hose and plain high heels minimal jewelry, subdued makeup and cologne
dress professional get treated like a professional
and yes I am American and grooming is very important for job interview

What type of job are you interviewing for. If you are interviewing for a job as a truck driver, a job as warehouse worker then maybe.
If you are applying for a mangement job you need a suit, matching tie and high style.
The first impression on how you dress will or won't get you the job

It's totally going to depend on the kind of job you are looking for and what location it's at. I have to wear slacks, long sleeve button up shirt and a tie to anything I'd interview for. You should put more details.

being attractive and professional-looking will make a substantial influence if the interviewer will like you, or not. try to dress conservatively, as opposed to being flashy, by wearing a decent white top, black pants, coat and tie. of course, needless to mention, you should have a clean-cut look (i.e., hair, face).
