It depends where you are... where I live, it means nothing more than kids having a bit of a laugh. The other answers have more specific meanings.. it really is all about context though.

There use to be a "shoe tree" on the Madeleine Plains between Reno, NV and Alturas, CA. It had a ton of shoes hanging from it. And, the tree had been there for years. This is the weird part. One night someone cut the tree down! No one would fess up to doing it. Both tree and shoes disappeared! People said it was the highway dept., but they said no.... Boy, folks were mad in that part of the state (CA). Anyway, shortly after that happened, a new shoe tree popped up just N. of Reno (on the road that goes to Alturas)..... We have no idea how the shoe tree started or the history behind it. It was just one of those things! LOL

Having lived in a major U.S. city that shall go unnamed, I happen to know the exact answer to your question. This is a Street Gang's warning to others who may decide to "trespass" on their "turf" not to do so. The hanging sneakers used to belong to someone who has been killed by the Gang. When you see this, you should remain very alert as to what's happening around you. If you are presenting the "wrong colors" and look like you could be in a Gang you may be in for some unwanted excitement!

It means that a drug dealer lives in the house next to that powerline. I also imagine that it would be fun to try and do, assuming you want to get rid of an old pair of shoes and are too lazy to just put them in the trash.

People get bored easily. It is probably the best way to play keep away with somebody's shoes, as they will never be able to reach them.

Its an idiotic way to waste time, somewhat like skipping stones or graffiti. Of course, there may and usually is some significance to doing it... actually its not that easy to accomplish.

tying trainer laces together and wrapping them over cables, is a sign in the uk, of a drug dealers territory. no other dealers should deal there, or face consequences, and if you someone wants to buy drugs, its there as a general guide to find the dealer. or so i have been told. also in use across britain and ireland

in some necks of the woods, it is used as a sign of where a crack/drug dealer lives. that's what I was told it meant
