Rent two cars instead - it is illegal and more importantly unsafe.
Overloaded minivans are more easy to roll-over because the center of gravity gets higher.

A 7 seater only has 7 seatbelts, so yeah, if you get pulled over, you will get fined.

Are you all adults? You are not going to be comfortable with 8 in a 7 seater, really. One bench (the middle seat) is shorter than the back bench, and really only made to fit 2 people.

If you get pulled over, then yes, you can be fined.

But maybe the better question to ask is this:

How would you feel if you got into an accident and the one unbelted person was killed? Could you live with that for the rest of your life?

Do the right thing and rent a full-size van. You'll have better piece of mind and won't endanger anyone's life unnecessarily.

By who? The rental company has no reason to know. The police do not care, as log as the front seat passengers are buckled up. So no problem.

Somebody will have to go without a seatbelt - so for that person already, you have a seatbelt violation.
