what operating system? usually a reboot will free up any files in use. If that doesnt work then you have a program accessing the applictation. Go to start, run, type msconfig, click the startup tab and uncheck all the boxes. reboot. is it still locked? If so you probably have a virus or spyware on your system.
If its not locked, then go back and recheck the boxes one at a time until you find the problem application.
EDIT:
And no, it's not your internet connection that is locking up IPConfig. In order to use certain ipconfig features a net connection is mandatory...IPCONFIG /renew for example.

ok go right click on taskbar select task manager then processes tab
then check all processes with processlibrary.com
then if that doesnt work
reboot and tap f8 and go into safe mode with networking
