No because the former government was replaced with a new one. And in that sense, there was some victory.

It's just thugs in Iraq who are attacking the military, who are trying to help Iraq. It's not ordinary citizens; they desperately want things to improve.

It won't if the Military can keep the civilian people out of it.
War is war and there are going to be others killed besides the military.
The terrorist propaganda jump on this. The news media jumps on this. No one say how many civilians that the terrorist kill..
