That error message is saying Outlook Express cannot find your server. Make sure it is set up to access Yahoo email POP3 and SMTP. Also make sure the My server requires Authentication box is checked and your email address and password are correctly installed in the program.

Check your outlook settings to make sure you are sending to the right outgoing(smtp) server. Contact whoever is providing your email service to get the right settings.

your smtp setting is not right. Try going into your mail setup and click on the requires authenitcation box, that might be it.
However, you may need to get socket settings specifically from your provider.

It does sound like a KERNEL problem...
I agree... try re-installing OUTLOOK after REMOVING IT.
Also, check your proxy settings.
Good luck

while you are trying to deliver mail via your hosted area, then your outgoing smtp server settings ought to be those of your area host, no longer yahoo. Your host ought to have those e mail settings obtainable for you.
