For LISTED landlines, you can go to www.whitepages.com and click onto REVERSE PHONE tab.

However, if you try this for cell phones, you will only get the following:
* carrier name. eg. Verizon wireless
* city and state of that phone number

But NO names.

Go to www.whitepages.com and do reverse phone search. It worked for me!
