I think your talking about the hemp necklaces. Go to a arts and crafts store and buy a kit or..go online and find a kit. There are some stores in malls that sell the beads and hemp or other materials for such cool necklaces.

They are made with hemp...like twine, you can find it in hardware stores or craft stores. Usually the beads are made of fimo clay so you can do a themed design in the beads.
