If you are wearing a solid color shirt, you can wear ties with designs or patterns. However, if you are wearing, say, a striped shirt, wear a solid color tie. Whatever you do, don't wear a striped shirt with a checkered tie.
Generally speaking, ties should be in the same color group as the shirt you are wearing. For example, if you are wearing a light blue solid colored shirt, you could wear a dark blue tie with stripes or some other kind of pattern.

You can wear just about anything. The exception is a striped shirt, with a striped tie or polka dots and stripes. Besides that you'll want to wear cool color shirts, with cool color ties. Warm color shirts, with warm color ties. If your wearing a shirt with a design then you'll want to wear a plain tie... and vise versa

Unless you have an outstanding sense of personal style, which I'm guessing you don't because you have to ask this question, men's clothes and colour choices are more conservative than for women. If you stick with white or light blue shirts and neutral suits (like dark grey or navy), you can't go too wrong with the tie colour, unless it's a truly hideous tie.

No. You have to consider if the shirt has a pattern as well as the tie don't want it to be too busy or flat out don't match. Also if your wearing solid colors and the colors don't compliment each other you still won't match.

Depending on the tie, and depending on the shirt.
My advice to you is to take the shirt you want to find a tie to the store. Compare the tie's with the shirt.
My brother had to find a tie for a shirt for an interview, it was really easy for him to find ties for the shirt when he took the shirt with him.

depends on what color obviously any color go with black and white....but if you have a brown shirt try a tan or a light olive green maybe....if you have a bright color shirt you could put another bright color with it but dont put patterned shirts with patterned ties pick one or the other

Cleary I have not recommendation since colors and tastes are not something globally defined.
It depends on your country, social references and other factor such as the event your are goign to, etc.
Try to have something smooth, I mean do not go for flashy colors or you may look like Austin Power...
Look at some magazine and make up your mind on what's good for you and what fits you too.
