The word ghetto became familiar when Hitler established ghettos. They were areas marked off in certain cities where the Jews had to remain. They were forbidden to leave,just like a prison.
There are no true ghettos anywhere in the Western world.

By ghetto, I assume you mean high crime areas. The far south side of Chicago is high crime, as well as the west side. Whenever you're in any big city, though, you need to be careful. Chicago is by no means crime free no matter where you are.
