One possible way to accomplish this is to install a server on your computer. If you have Windows XP Pro or Windows 2000, you would have IIS server. I am unfamiliar with its workings, but it is possible to set it up.
The server I am familiar with is Apache server. You can also install it on Windows but it is not only limited to Windows OS either. Check out the Apache home page at http://www.apache.org/
Once you install a server (I will go with Apache as I am most familiar with it, but you can use any other one as well, just search on Google), there will be a root folder for your web server. It will be inside the Apache folder where you installed it and be called htdocs. You can access this folder through the browser with either http://localhost/ or http://127.0.0.1/ the loopback IP address.
If you can access your files through there (for instance, http://localhost/somefile.zip or likewise), you can then share. Make sure you are online. Find your IP address at http://www.whatismyip.org/
Then, tell your family members to type in http://YOUR_IP/path/to/yourfile.ext
Of course, this is for HTTP. If you want to use FTP which is preferred for the transferring of files, you may want to check the Cerberus FTP Server. I have tried it out and it works very well. Its usage is similar to Apache with a root directory for your files. See http://www.cerberusftp.com/ for more information.
Of course, you can always also utilize online sites such as You Send It, Rapidshare, etc. as well.

You could try out an FTP server program. A friend has one that we upload and download things too.
There is CuteFTP :http://www.cuteftp.com/downloads/index.asp
Its a nice program. Its only a trial version though. There are multiple other programs you can probably find from www.download.com.
Next you will need to just find out your external IP. Log into your router, or go here: www.whatismyip.org. It should show your external IP to you about 3/4 down the page.
Last, just set up the program, let people know your external IP. Make logons for them. Set up a directory that they can access only, that way they can't see all the files on your PC.

If you are running Windows XP Professional you can go into add remove programs, windows components, IIS, details, ftp and install the built in FTP client. I would not suggest this if you don't know what you are doing though as running IIS without the proper updates/security settings is a huge security hole in your system.

The only way to do it is by using Windows messenger. Have your friend log into one pc using windoes messenger and you log into the other pc on windows messenger. Then you can transfer all the files you want. You must zip your files first in order to transfer it.

you can create web folders or an IIS server with a server product your gonna need a public IP address none of that 192.168.1.x crap if your behind a router.share a folder and mark it as a web folder
