It would seem that Darth Vader would have his hands full in episode 4 without his master to back him up (doesn't even mention him in episode 4 either).

actually the emperor is mentioned in episode IV very briefly. grand moff tarken says that 'i have just received word that the emperor has dissolved the senate permanently'. it is the same scene where darth vader chokes that dude with his mind and says 'i find your lack of faith disturbing'.
vader is not even the head honcho in episode IV. remember he is subordinate to tarken in a few scenes. palpatine was not even cast until episode VI. a woman played the emperor in episode V with a man doing the voice over.

The first three episodes were more of an afterthought. It's basically like he planned to tell a story before about where Vader comes from and all BUT he didn't really have it. So there is very little of Palpatine as Lucas was still more or less working out the story and what he wanted to do with it.

Hmm, I thought Darth Vader does mention Emperor in the scene where he's talking with generals (at the beginning, one of the generals is daubting extinct jedi religion) but now I'm not sure and have to go and watch the movie again.....

Look, "Episode 4" was the First Star Wars. George Lucas made this stuff up, and he made it up as he went along. The emporer was not in the FIRST move (episode 4) because he wasn't cast yet.

I guess it was to build him up over the 1st 3 movies. He's only mentioned in e4, but you get to see how evil his regime is. In 5, he's only a hologram--Vader controls the Imperial actions in that one (in thge Emperor's name). So we only see the supreme evil in Return of the Jedi (though after Vader in e5, a crinkly old man seemed something of a let down in my opinion).

Because George Lucas messed up, that's why. I think he was only thinking of one movie at the time.
